Russia's transition from an authoritarian, planning and controlled, centralized state to a market decentralized system contributed to a significant rise of national consciousness living on its territory, people, the process of updating the federal structure, the study, generalization and understanding the problems of development of federal relations [1, p. 40].
According to modern scholars, economic and political realities of our time have led to the need to review the theoretical concepts on the relationship between states and their units, and this is particularly important for countries with a federal system [2, p. 66]. Ignoring regional interests in macroeconomic regulation and concomitant infringement of the rights of regions generated strong centrifugal tendencies in a number of federal states (and this applies not only to countries in transition from a command to a market, but also for a long time using market mechanisms for regulating the economy [3]) .
