Art. 4 of the UN Charter specifies that admission to the organization is open to all peace-loving states which accept the obligations contained in the present Charter and are able and willing to carry out these obligations. Hence, we can assume that the members of the United Nations may be unrecognized and other subjects of international law of the State.

A citizen of Belarus, Moscow, found work in shifts at one of the companies of The November. As a result of an accident at work M. was seriously injured wrist, so that became disabled.
Returning to his homeland M. wrote to the administration of the city The November in which he pointed to this fact and asked to compensate for the harm to his health. However, this was denied: M is a citizen of another country, and thus caused his health damage should be compensated at his place of residence, and the company, in this case, is not obliged to indemnify the citizen of another state.
To resolve the situation with reference to the norms of the Russian legislation, the Agreement on mutual recognition of the right to compensation for damage caused to workers injury, occupational disease or other health impairment related to the execution of their duties in 1994
